Residential Cluster Development Action Plan Biyagama.
This proposes residential cluster project will directly address the housing problems in Biyagama area. this is conducted as a 3rd year University Project. (University of Moratuwa, Department of Town and Country Planning.)

The shelter is one of the basic needs of a human. Having quality housing is directly linked with human health and wellbeing, having quality water, quality food, sanitary facilities, accessibility to education and obtaining economic stability. According to the united nations, housing quality refers to “the physical condition of person’s home as well as the quality of the social and physical environment in which

the home is located.” Furthermore, “aspects of housing quality include air quality, home safety, space per individual and the presence of mould, asbestos or lead.


Although Biyagama is one of the developed areas in Sri Lanka, which is the location for main companies and

industries, the true development didn’t deliver to the local community of the area. Many people migrate to this area intending to have a proper job and build their life better than the previous status. But due to low qualifications or not having a higher status in jobs, most of the people didn’t get expected beneficiaries from Biyagama. This leads people to make temporary housing structures and move to low-quality settlements. Higher land prices due to industrialization, higher housing prices are some of the other main reasons

which make people move to these settlements. There are 3420 underserve settlements in Biyagama DSD,

which haven’t proper housing conditions, lack of access to quality water and not having proper sanitary facilities. In the aim of creating Biyagama as a Mutualistic Industrial City, providing affordable housing is must needed action which needs to achieve. There are main 3 goals in the proposed Biyagama plan. Those 3 are advancing circular economy, safeguarding the environment and create shared inclusive prosperity. There are 17 objectives under these 3 goals. The several objectives will be achieved directly and indirectly from this

action project.
